Your background actually fits our biophotonics research group, where we do multimodality optical brain imaging for function, cancer etc. (you should be able to find several papers through a search). I suggest that you apply to the PhD program. The department does a general review on a competitive basis, offers scholarship for the first year, and then you find the lab+projects. At that time I will be happy to discuss the possibility. However, number of positions+competition is very high. An alternative is to also apply to the Masters program first as there the competition may be less and you can do some research to improve your credentials to publish before going to PhD.
