opt stem 告急,大家可以给自己学校的international student center或者engineering department dean写信让他们以官方名义支持。MIT官方已经comment了

[Urgent] Serious Negative Comments on OPT STEM extension rule

Currently I am on OPT STEM extension. However, a recent federal district court ruling in Washington Alliance of Technology Workers v. DHS vacated the STEM OPT program and the Judge stayed her ruling keeping the STEM OPT program in place until February 12, 2016.

Now that DHS has published a new rule "Improving and Expanding Training Opportunities for F-1 Nonimmigrant Students with STEM Degrees; Cap-Gap Relief for All F-1 Students With Pending H-1B Petitions and Change of Status Requests" (for short I refer this as new OPT STEM extension rule). I am glad to see this new rule.However, overwhelming negative comments emerged recently and has already outnumbered and outweighed than the supporting voice. Now there's less than 10 days left till the due date(November 19, 2015) I am really concerned that the new OPT STEM extension rule might fail to pass and many of the OPT STEM students are force to leave the country by February 12, 2016. To avoid the great disturbance among international students and their employers,  Massachusetts Institute of Technology Graduate Student Council has already stepped out and support their students.( See this link http://gsc.mit.edu/wp-content/up ... xtension-Letter.pdf)
Hence I urge the engineering department stand by our side and take actions.

GSO回信了,让我代他们起草一封给Secretary of DHS的邮件,他们修改后发。吓死本宝宝了,大神们有没有什么模版或者参考意见。@sskiso @austurela @闲庭听雨 @wsmjmiisme @W大

学生会管不管是不是要看主席是哪个专业的啊,主席要是不是STEM专业的,在有其他事情的情况下,很可能事不关己高高挂起了。

我也已经给我的学校发信了,并且收到了如下回复,如果UT System可以一起发一个的话,也不错,毕竟现在美国的大学真的是需要国际学生来交学费,以及和英国澳洲香港等 地竞争

Thank you for your email. I am so pleased to hear that you had a positive experience at UTXXX, and are still involved in advocating for yourself and other students. I want to update you on the steps that are already underway.  In the last two weeks, the ISSO and the Office of the Provost have been soliciting feedback from STEM OPT stakeholders across campus in order to provide an institutional comment to the draft STEM OPT. These comments will be shared with other UT System schools to determine whether there will be a joint UT system response. The regulations affects not only students, but us as an institution and we have been pleased with the participation of other partners across campus.
The comment period is open to the public, and they have asked for feedback from individuals on OPT and STEM OPT so you may also consider submitting a comment in your capacity as an individual.

Thank you very much for reaching out to me regarding the STEM OPT Extension Rule.  UCI and the UC system is in support of OPT STEM regulations.  All the Directors from all UC campuses have been communicating for months regarding this issue. In fact as, we speak, we are crafting a letter that will be sent on behalf of all UC campuses with our comments regarding STEM OPT Extension Rule.

很失望的是我们中国学生会却是相当不上心的 问主席可不可以出一点里给学校说 他的回复居然是 1.我本人没有太关心这个事情,希望你们理解,大家各自关心的优先次序不一样 2.找学校的话学生会出面和个体出面没有差别 不要把学生会想的太高大上了。最后结论就是你们要是想avdocate这件事的话可以通过学生会的mailing list发,或者由主席的个人名义介绍一些学校管事的。但也差不多就这样了。总之就是告诉我们你们要干你们可以自己干,完全没有一种学生会要出人出力的感觉。

给 CMU 的研究生学生会 (GSA) 主席和国际生办公室 (OIE) 都发了邮件,很快得到 GSA 主席的回复,称 CMU GSA 正在起草官方评论,并将于本周五发出。他们也在敦促 OIE 以及 CMU 的 Government Relations 部门,以确保 CMU 官方亦会提交评论。(顺便还邀请大家参与周四的月度 committee 会议,会 cover 相关议程)鉴于 CMU 2/3 的研究生均为国际学生,GSA 对这一议题还是比较重视的。

I would like to submit my comments in response to this proposed rule, regarding to Docket ID: ICEB-2015-0002. Extension of OPT for F-1 nonimmigrant students with STEM doesn’t benefit the U.S. government and U.S. local residents. I strongly disagree to approving this rule on Oct 19, 2015.

First, the new proposed extension of OPT benefits neither local businesses nor U.S. economy. Most of students who just graduate from school and want this extension are not well-trained or rich-experience technical employees. From a local business perspective, companies are looking for rich-experience and well-communicated technical employees. Apparently, the population of new international students with OPT is not a good option. International students can’t stay as long as U.S. residents unless they can gain H1B visas. No matter how long this extension is, the issue won’t be solved and companies won’t be able to gain lots of benefits from training the new international grads with new extension STEM OPT as long as the number of H1B approved visas still remains small. In contrast, the international students will use the experience they learned from U.S. companies against U.S. companies and hurts U.S. economy for a long run after they go home with 2 or 3 years work experience in U.S.

Second, most of international student employees with OPT don’t pay Social Security taxes and Medicare taxes because the tax exemption from IRS. If they want to stay and work in U.S. longer, I suggest that they should apply for H1B instead of using new proposed extension of OPT. It’s unfair for local people who live and work hard here but pay more taxes. It’s about fairness and equal justice. What’s more, the more position filled by international students with OPT; the fewer social security taxes will be collected. It will be a new burden of U.S. government to continue paying retirement pension with less social security taxes. Hence, no new extension is necessary and new proposed rule is not a good solution.

Third, the new OPT extension has side effect of stabilizing U.S. population. I suspect whether U.S. government is ready for a new wave of immigrations caused by the new OPT extension. According to the U.S. immigration and population growth, U.S. Immigration currently contributes over 2.25 million people to the U.S. population annually. And this new proposed rule will boost the population to another heap. It will be too late if we don’t take any action to stabilize U.S. population. Population has been a concern of environmentalists since the first Earth Day in 1970. What’s more, all of F-1 non-immigration visa holders should not have the immigration intent otherwise it will invalidate the initial purpose to enter U.S. It may cause the difficulty for future international students studying here as the suspicion of immigration intent.

Fourth, providing more OPT opportunities to STEM graduates will NOT assist U.S. companies in the application of the latest strategies and techniques in the field. In contrast, they will limit opportunities to American students. For a better quality of work, people enjoy the localized service. With no doubt, American students can do it better than anyone else in the world. Also, international students who hold the second or third year OPT extension will also limit opportunities to other international students who just enter the job markets. This will discourage the students studying in U.S. This proposed rule only benefits the new international grads at most recent 2 years. After that, it will be a nightmare since no new grads will enjoy the saturation of job market.

Fifth, our government is built and formed by our people. We are paying taxes years over years. U.S. government should pay every penny on the U.S. residents instead of irrelevant foreign citizen. In a word, they are not our people and we don’t want to spend any penny on them.

The Duration of the STEM Extension should be cancelled. With this comment, I urge you support the U.S. economy by NOT implementing this new rule. Thank you for your consideration and time..鐣欏璁哄潧-涓浜-涓夊垎鍦

我英语不好,怕直接写了表达不清楚,就用中文写一下吧,你看看合理不合理。
1.像他说的,确实增加h1b数量是最合理的处理办法。但是在那之前,延长opt可以使优秀的留学生得到更多拿到h1b的机会。在美留学生之所以希望opt延长,也是因为希望增加h1b的抽中机会。. from: 1point3acres.com/bbs
2.如果可能的话,留学生也希望在工作之后马上申请h1b,马上交税。没有人会因为逃避税收而延后自己h1b的申请。但是是否申请h1b是雇主决定的,并不是由学生本身决定的。而现在如果opt缩短,那么在抽签概率下降的情况下,企业更加不愿意帮留学生申请h1b,这样会造成更多的税收流失。另外申请opt的留学生中,大部分是自费来美国读硕士,并且给美国带来了大量的经济收入。如果opt缩短,那么可能得到的税收收入很可能远远小于留学生的减少而导致的经济损失。
3.可以统计一下高科技移民给美国的人口带来的增长,(这个数据我不知道,但是有这方面数据的人可以提供一下)。其实直观也能看的出来,高科技移民基本上都不会在生孩子方面做的太夸张。相反墨西哥那边涌入的人才有可能是人口大幅增长的源头。如果政府年初都通过了有关非法移民的法案。那么这个opt的延长就更加不应该是问题。
4.opt的延长可以使企业更加愿意为留学生办h1b,这样并不能增加滞留在opt身份的人数,相反可能减少这样的人数。工作岗位并不是有限的,高科技移民不仅是现在的雇员,在以后更有可能成为雇主,给本土的美国人制造就业机会。长远看来,这是促进经济的好事。
