We send out a lot of notifications to users for a variety of different purposes. For example, if your friend starts broadcasting a live video, we might send you a notification so that you can watch and engage with them. This is a “time-critical“ kind of notification. We also send feedback notifications. For example, telling you that 10 friends liked your recent post. Then we can also send things like security notifications where we ask you to change your password or something similar.

You can think of this question the same way as if an airline or train company wants to strike a good balance in how many and which updates it should send to their customers about flights and flight updates.
Question 1:
We only want to send ‘high quality’ notifications to our users.
What data would you look at and what metric would you propose to decide whether we are doing a good job or not?

The events team has created a new notification that will be sent to users whenever a friend of them is attending an event in the city they live. E.g. "Your friend is attending this event in your city. Would you like to join them?"

Let’s say we surveyed 100k users and asked them to rate the quality of their notifications on a scale of 1-5. The surveys table has 1 row for every time we showed a user a survey, and 1 row for every response to the survey.
