收到 金门大学 Golden Gate University 非正式offer， 是诈骗吗？

我朋友在加拿大想读一个金融master。她已经工作很多年了，读书不为身份就是想拿个学位。 小红书里面推荐了一个  Golden Gate University。
她联系了小红书发广告的中介在国内。说master一年读完，10门课。 交了1800人民币申请费+ 申请材料。（说不成功就退）
她马上交钱申请。非正式offer马上就下来了。打电话给非正式offer里的Rosita Lesmana也有人接，
她说查了这个人在金门大学网站有。中国这边的招生中介说，现在交学费6万（人民币）或者 8000 （USD）就发正式offer。


我在加拿大读的master。感觉申请流程很奇怪。发offer跟学费怎么会有关系那？ 会不会给了钱就跑路。
我就帮她查了一下。这个学校主要是给在职的人提供读online 的master文凭。

May I visit the San Francisco campus during my studies, and will I be able to participate in Golden Gate University’s graduation ceremony after completing my degree?

Yes, as a GGU student, you are always welcome to come for a campus visit, and you will be invited to register for our yearly graduation ceremony, typically held each April, as you near the completion of the program.
毕业还会发邀请函去参加毕业典礼。

这种算是合作办学吗？ 课程都是中文教。然后能能给美国的毕业证？ 我查了这个学校是它是美国西部学校与学院协会（WASC）认证的学校。应该不是野鸡大学。
如果真能给美国毕业证，那8000 刀读个master 还真便宜。这里想求教大家，看看这个项目是骗钱还是真是一个物美价廉拿个学位的方法。

你全网搜一下这个学校，除了广告就是软文，你自己觉得是诈骗吗？

我查了 他们说 现在不提供留服认证。我朋友在加拿大 应该只有国内工作要这个认证把。
