有I140但没提交485，H1B lay off 后可以申请F1吗

请大家帮忙给点建议。目前我已经拿到NIW的I-140批准，但优先日期是2023年10月。如果之后H1B被lay off，还有可能转为F1签证吗？
我之前在论坛上看到过有人情况和我类似，好像成功转成F1了，但后来没找到那个帖子。自己也问了下ChatGPT，它说F1是非移民签证，可能会因为I-140显示有移民倾向而受影响。不过如果是在美国境内申请status change，通过的几率可能会高一些。

但是你这种情况是已经完成i140，先具备了移民倾向，再去申请F1，如果不能说服VO，很有可能被拒。
