F1留学生可以申请REAL ID驾照吗

看评论看得我有些懵…我坐标纽约，2018年初办的real ID，有效期四年，当时没有ssn。F1身份。也没说必须绿卡公民身份才给办。想办拿着各种材料还是能办的吧，我当时一下就办好了。更新驾照时看有real ID选项就办了。

如下是DMV驾照申请页面里的 What's required to get a REAL ID compliant card的解答:

You will need 1 of the following:

* Valid, unexpired U.S. passport or passport card
* U.S. Certificate or Consular Report of Birth Abroad
* Unexpired foreign passport with valid U.S. visa and approved I-94 form
* Certified copy of Birth certificate from a U.S. Territory
* Certificate of Naturalization or Citizenship
* Valid, unexpired Permanent Resident Card
* Unexpired employment authorization document (EAD) Card (I-766) or valid/expired EAD Card with Notice of Action (I-797 C)

You also need to submit two documents to prove you live in California and provide your Social Security number on your REAL ID application. (Exceptions may apply.)

所以F1应该可以用1）自己未过期的护照 + 未过期的Visa + I94 或者 2）自己未过期的EAD卡来申请

为什么我办普通的也只给到I-20的时间。。
