I just called the university , the person (a graduate student) on the call said the class is full and they are still reviewing applications. If they feel that the application is competent enough they will give candidate the option of taking it in 2016 or offering him or her a different course or track (21 months/ MSE). The reviewing process is not relative, hence certain applications are still under review but the class is FULL.University expects certain no shows from the people who have been given admits (Visa issues, loan stuck, students backing out), hence some admits can be rolled out at the last hour as well.

On the question of asking how will 12 months track applicants, who get admit later in the month of march, manage their Visa as the course starts in May?
She told me university is aware of all the dates and the will do everything possible to expedite the process for May commencement and if nothing happens then there is always the option of deferring it.
