如题，印象中有本科申请UT dallas的phd的。可是官网是这么说requirement是：A master's degree in electrical engineering or a closely associated discipline from an institution of higher education in the U.S. or from an acceptable foreign university. Consideration will be given to highly qualified students wishing to pursue the doctorate without satisfying all of the requirements for a master's degree. 最后一句表示特别优秀的本科生也可以申请？
