口语<23，本科，还要不要申请UCLA的EE PHD？求大侠指路~

ucla的ee网页上是这样写的：Normally the M.S. degree is required for admission to the Ph.D. program. Exceptional students, however, can be admitted to the Ph.D. program without having an M.S. degree but would be required to complete the M.S. degree along the way.
不过又这样说：
Ph.D.: Applicants normally should have completed the requirements for the master's degree with at least a 3.5 grade-point average and have demonstrated creative ability. The M.S. degree is required for admission to the Ph.D. program.
上面这两段我觉得就是说本科生是有希望的，但是很难。
然后之前也有帖子讨论口语的问题，说是学校要求是要高于24，但是EE只要求总分，不要求口语。
所以想请教一下大家还要不要申UCLA的EE PHD了？请问之前有没有本科生去成EE PHD的，是不是相比同排名，没有这样说的学校来说申请难度就大了很多了？谢谢~~

    啊，是就是和没这样说的学校没有区别么？

觉得自己其他条件够得上的话就果断申。。。

lz<23到底是多少啊，差别很大的。。
