It is my pleasure to inform you that the Department of Civil Engineering at the University of Ottawa has recommended your acceptance to the Master (by courses) program in Environmental Engineering for the fall 2016 semester as a full-time student.  No financial support will be provided.  



Please note that this is not an offer of admission. As soon as our Academic Administrator approves your acceptance, you will receive an official “Certificate of admission”.

就是说你已经过了department这一步的审核，被recommend到学校那边最终审核录取了。
不出意外的话就是录取你啦~没有financial support。
所谓academic administrator审核其实一般就是走一下步骤，不太会出现不过的情况的。
