哈哈，今年4/3 f家律所发email给我男票让他update i94，我男票给了，然后律师一直没回复。于是他不停打电话，最后经理说，一切正常啊，可能邮件发错了吧，应该update的那个人4/1重新入美国海关的，然而我男票并没有出美国，哈哈哈 anyway 祝大家都抽中啦

Only one application can be approved, i.e.
If two are picked, then immediately you need to process with any one, if you process with both petition then you are not following the thumb rule, because when both gets processed its easy for USCIS to know two receipt numbers for same candidate and then can reject both for not following the rule book, best case you get RFE for both (here you have chance to stop one) still if you answer to both RFE, USCIS can approve one and reject one saying duplicate.

If you are applying more than one application you should know you are stopping another candidates chances, hence USCIS as soon as they reject the h-1b they give that slot to another candidate  from the waiting list which is already prepared as buffer and never disclosed until any application gets rejected

So, USCIS makes sure all quota is distributed correctly and one per candidate

ΧHistory: My colleague got two picked, and even two were processed for stamping and with a shock yes, he got two stamping in his passport, not sure why the mechanism missed at this point, now he has tough job because he has void rule of USCIS and possible gets both visa taken back for doing this, he is scared to travel due to this.
His best possible option is to report this incident to USCIS and surrender one visa himself explaining he did without knowing the rule, USCIS may consider

我觉得还是IG说的靠谱些……
会根据历史数据多抽一些人，然后reject掉那些不合格的之后最后总数维持在85,000左右。

恩，会多抽然后审核，如果有同样的护照号或者不合格的就把空出来的名额用waiting list上的补上，最后填满85000。所以有人5月初就收到退回的材料，有人6月中甚至7月才收到。

根据身边小样本，我觉得硕士的中签率是大于50%的。
有可能是因为退掉的很有可能是ICC给file的，所以硕士的概率进一步提高了～ 不过我估计adv的比例应该没有30%。有消息了互相update一下吧～

Quora上的能当权威么，这个答主也不是移民局的工作人员，我对此回答存疑。
有很多疑点，这个waiting list是怎么选的，每年选多少人。为啥移民局6、7月份就开始return那些没抽中人的package，同时审核抽中人的资料一直到12月份，那些waiting list上的人难道就一直等到12月份么。周围听过很多10、11、12月被deny的，但至今未听说过谁10、11、12月收到中签消息的
如果亲你能找到有关Waiting list更有可信度的说法，相信大家都会普天同庆的。

我不同意你的说法。如果是这样的话那不应该看return package是什么时候发出的，应该看抽中的notice有没有在6月、7月甚至8月之后的。
但是事实上根据IG的数据，所有需要抽签的年份数据都表明抽中的notice是5月中旬前就发出了。
这说明抽签过程中就多抽了，之后处理完结果与85k总数相比较的，多不退少不补，只是大差不差在85k。
return package需要那么久单纯是因为需要处理的量大，又没有处理抽中的case那么紧急，所以慢悠悠地发罢了。

. 1point 3 acres不光是Quora，如果你在网上查一下会发现大概率抽的人是大于85000，抽中都收到notice了，而不是说到了11月才告诉你抽中了。这就是为什么有少部分人抽中了材料也没问题但是在10月被deny了，因为cap已经满了
