我记得如果是在外州的买车，在外州注册的时间不超过一年的话，在加州注册的时候要补交税款（貌似是补交差价）。

idk about Texas specifically but I'm moving from Missouri to Cali with my car. I actually don't think you have to renew your registration and plates under certain circumstances. Considerations:

1. Are you establishing residency in Cali? Establishing residency, according to dmv.org, includes registering to vote, paying in-state college tuition, or filing for homeowner property tax exemption, and things like this. If you're only here for school (or you're not doing such things in the foreseeable future), you don't even need a new driver's license until your current one expires. (I'm getting a new driver's license though, since Missouri licenses cannot be used to fly soon). The same goes to car registration. Unless you're establishing residency, it's perfectly fine.

2. There are options to renew car registration by mail if your car is currently out-of-state. See your local dmv website. For safety inspection and emission inspection purposes, again idk about Texas, but Missouri requires a General Affidavit if the vehicle has an upcoming inspection AND has been out-of-state for more than 60 days. Basically what it says is that you can renew your registration w/o an inspection, but you are required to have an inspection within 10 days after entering Missouri again.

3. As for insurance, check with your insurance provider. Most big companies offer insurance nationwide.

还是买新车比较好，至少在短时期内不用考虑换件问题，否则头痛不己，且修理费太贵，大有买了鸡肋的感觉

税比较低，但楼上说去别的州可能会面临补税问题
