In the Senate Finance Committee on Thursday before Trump's announcement, Lighthizer outlined the Chinese products that will be subject to the new tariffs, including aeronautics, modern rail, new energy vehicles and high-tech products.

The measures to be unveiled will not include restrictions on Chinese investment in the U.S. or student visas, sources told CNBC.

President Donald Trump will be briefed again in two weeks to consider more actions based on the effects of the first phase, said the sources, who declined to be named. Trump worries the measures could hit American universities too hard, according to the sources.
