收到了phd内线的回复了：

录取信发上来，让大家了解下AA到底怎么回事。

We are pleased to announce that you have been tentatively accepted into our MASTER'S program in Computer Information Science and Engineering for Fall 2010.  Our Admissions Committee has carefully considered your application to the Ph.D. program, but thinks you will fit better into our Master's program. This offer is tentative as we are waiting for the Office of Admissions to grant you admission.
The Graduate Student Selection Committee at CISE has reviewed your application materials. We are pleased to inform you that we are recommending admission to the University of Florida. Your academic record of achievement in your undergraduate degree program as well as your other accomplishments is to be commended. In view of your outstanding credentials, you have been selected to receive a College of EngineeringAchievement Award for New Engineering Graduate Students. This offer includes a partial tuition waiver for up to 30 semester credit hours (a cost of of $595.00 per credit hour for approved first 30 semester credit hours of graduate engineering courses only). The 30 hours must be taken within two years after the date of your initial enrollment. To cover the remaining tuition and all of the associated fees, you will pay $595.00 per credit hour or $17,850 for the full 30 semester credit hours. It is noted that no other University support (e.g., assistantship, fellowship, scholarship, part-time work in your major department) is permitted while serving as an Achievement Awardee, although you may transition to such alternate support if funding becomes available. In addition, you will be required to maintain minimum enrollment as required by your visa.
Failure to maintain appropriate registration will result in the cancellation of this award. You must also maintain a cumulative and departmental GPA of 3.0 as a graduate student. This appointment between you, the appointee, and the University of Florida, is subject to the constitution and laws of the State of Florida, the rules of the Florida Board of Governors and the University of Florida, Board of Trustees, and the Collective Bargaining Agreement.
The Achievement Award for New Engineering Graduate Students is offered to incoming graduate students to convey our enthusiasm in attracting you to the University of Florida and our commitment to supporting your professional development. We hope this reduced partial tuition waiver will make the cost of your education more affordable.
Based on current rates, the Achievement Award represents an approximate saving of $15,000.00 over 30 credits of graduate engineering credits.
The current out-of-state tuition fee is $1119.57/graduate credit which is subject to change.

UFL是个特例，貌似master发了许多学费减半的奖
