我今天又给Shanghai NIV写了信，迅速得到回复：
Some visa applications require further administrative processing.  A Consular Officer is not able to make a decision on your visa application until administrative processing is complete. If your visa application requires administrative processing, you usually will be notified at the end of your visa interview.  Applicants should expect to wait for 1-3 months until a decision is made on their application, but the process can take several months.  In order to avoid delays, all applicants should apply as early as possible for their visa.
