Unlike U.S. universities, oxford and Cambridge are unions of lots of colleges, all of them are just like independent universities.  I also have friends who studies at Cambridge and said quite opposite to what he said.
It appears to me you did choose open applicaiton. In your case, if so, you don't have any control over the colleges. Oxford would decide it for you based on your background. It does not mean you would be put into a bad one. It just means you have no control over it if you choose open application.

But since you are not going anyway, I guess it does not matter anyway.
