我应该去汇报结果的，但是我有点虚大家给看看这是不是ad呀（ut-austin)？？

昨晚一直失眠，早上刷到一封ut-austin 的邮件，说让自己看pdf的内容然后回复给她admission decision.
原文如下：
“I am pleased to inform you that The University of Texas in Austin Division of Statistics +
Scientific Computation (SSC) Admissions Committee has recommended you for admission to
our Master’s of Science in Statistics program for Fall 2013. We had many outstanding
applicants this year and were able to offer admission to only a small number of them.
Consequently, you are in very select company.
Official acceptance into this graduate program requires the approval of the Dean of the
Graduate School. We have forwarded our recommendation for admission to the Vice Provost
and Dean of Graduate Studies. You should expect to receive the official decision from her
shortly.

Although we are not able to offer you funding at this time, a limited number of Teaching
Assistant (TA) and Research Assistant (RA) positions may be available beginning in the
Spring semester of the first year of study. Please note that these positions are not guaranteed
and are awarded based on academic performance, prior coursework, and oral English ability.
We ask that you let us know whether or not you plan to attend The University of Texas at
Austin as soon as possible by emailing me at tberetvas@austin.utexas.edu and Vicki Keller at
Vicki.keller@cns.utexas.edu so that we can reserve a spot for you.

这是ad的吧？？？大家不要嘲笑我。。。。
还有标红的这句是要做决定吗？还是不管我真的去不去，回个 I plan to attend就好了？
