今天收到一份Binghamton SUNY 邮件，Your academic department has made a decision on your application to the Graduate School at Binghamton University. However, we cannot communicate this decision to you because we have not yet received official TOEFL/IELTS test scores. 不是应该全部收到材料再审理的吗？
