不同州不一样，纽约是最宽松的之一，允许24周内自愿堕胎。

43 states restrict abortion by gestational age.
19 states ban abortion at 20 weeks of pregnancy.
5 states ban abortion at 24 weeks of pregnancy. <-- NY
18 states ban abortion based on viability of the fetus. （生下来胎儿能够存活前允许，大概是24-28周）  <- Washington / CA
