当然可以。国际学生、h1b等都可以给本州的议员办公室打电话。

欢迎大家周一打完电话之后，来地里介绍一下情况，讨论下如何调整策略。我们也会跟进宣传，希望有更多的人跟进。

提示：电话里、公示里，除了“反对”，要给出一些令对方无可指责的理由，比如overstay逐年下降，现行d/s系统有效，整体上overstay也很低，为什么要替换；eos的等待时间会被这么多f1大大延迟，而uscis average processing time在逐年下降，必然无法handle workload，会给国际学生造成很大的痛苦，等等。

这些都在我们总结的帖子里有。大家看完帖子，理清楚思路，就可以打电话了。

See the script below for an example of what to say. The key points are saying who you are, how you are connected to their office (i.e., I am a student at ___ University), why you are calling, how you feel about the proposed ruling, and what the member can do to help (sign onto Reps Dingell and Pocan’s Dear Colleague letter mentioned above).

Talking to a member of the House of Representatives’ office:
Hello, my name is (your name). I am a (graduate/prof./Ph.D./etc.) student at ( ___ University). I am calling today to speak to (member of Congress’s name) about the recent DHS proposed rule for international students with regards to duration of status.
(Now the person on the phone will likely say that they can pass on your message. They may ask for your name and zip code)
I am calling to urge [Congressperson’s name] to oppose the DHS proposed ruling that changes student visas from duration of status to fixed end dates. For graduate students, program durations are uncertain with the average time to degree being 6 years. With a visa duration of 4 years under the proposed ruling, many students would be unable to complete their degree with extensions, which DHS sets a very high bar for in this proposed ruling. Worse, students from some countries have this duration even further reduced to 2 years based on where they were born. This proposed rule would unnecessarily place a burden on international students and threaten hundreds of thousands of jobs supported by them. This disruption will threaten university communities and have a chilling effect on international students’ willingness to study in the US moving forward.

As a (graduate/prof./Ph.D./etc.) student and a constituent of your (district/state), I firmly oppose the administration using national security as an excuse to enforce impractical, unjust, punitive and inhumane policies and drive out international students.

I ask that [Congressperson’s name] sign on to Rep. Debbie Dingell and Mark Pocan’s Dear Colleague Letter which urges DHS to reconsider this proposed ruling.
