No, you can purchase a non-resident hunting license while under an H1B visa.  It must be a non-resident hunting license however, as per the definition of the visa, you cannot be a resident.  You MUST keep your non-resident hunting license current.  Without a VALID, NON-RESIDENT HUNTING LICENSE, you would be considered a prohibited possessor of firearms.  So be careful that you do not let the license expire, or you will instantly become an unlawful possessor of those firearms.

不一定。FL的规定是

For the purposes of fishing or hunting in Florida, a resident is defined as:
Any person who has declared Florida as his or her only state of residence as evidenced by a valid Florida driver license or identification card with both a Florida address and a Florida residency verified by the Department of Highway Safety and Motor Vehicles (DHSMV).
Active duty United States military personnel stationed in Florida, including spouses and dependent children residing in the household, with military orders.

各州还是要根据各州情况来看，要关注本州如何定义自己州的resident

关于AZ州留学生购枪被捕事件，的确因为他们不是AZ州的resident却购买了resident的猎照。因为AZ州对于自己的resident定义更加严格，不像一些州你只要住够xx天就是本州resident了。

所以一定要了解各州不同的法律，根据本州法律来合法持枪

取决于你在哪个州，同时有州法和联邦法需要遵守。
联邦法只是规定，在美国拥有枪支必须要有打猎的license or permit：https://www.atf.gov/firearms/qa/ ... migrant-aliens-only 其中并没有要求是在居住地的州，我的理解无论是任何一个州的non resident或者居住州的resident都可以。

居住州的法律就比较复杂了。
