Our admissions process does not limit certain programs to X number of admits per quarter/year. We look at our entire applicant pool and make judgments based on their individual qualifications, without regard to their specific program of study. We may admit 10 students for our CE program one one year, 5 the next, and 20 thereafter, simply because that many were qualified in each of those years.
Because of this, your application will not be compared to other students applying to the same program, but rather to our entire applicant pool. You can change your program of study (from CE to EE, CE to CS, etc) when you arrive here, so program is less important than your qualifications as a whole.
Your best option would be to look over our faculty here: http://eecs.northwestern.edu/people/faculty-by-area.html, and based on their research areas, decide who you might like to work with, and put their names down on your application where applicable.
