有大神做过argument11吗？感觉argument11 的材料里面给的论据都是两面性的，作者列举的一部分论据根本就没有支持论点，这种题目应该怎么做啊？

作者首先说，议会担心阻碍发展，又担心房价上涨，
支持者说C例子中，房价没有涨，反对者说P 的例子中房价翻倍了，
然后作者就得出结论，感觉很无厘头，求大神解惑这种题目应该怎么写
