为什么无法参加今年的H1B抽签？

我计划的是25年6月入职，最近刚刚拿到offer，寻问了一下是否有机会参加今年的h1b抽签，hr回复
You would need to start at Apple to be eligible for this year’s cap lottery so your start date would need to happen in the next 1 - 2 weeks to meet that requirement. Since you are still in school, this is not realistic.
想问一下为啥其他公司或者有些朋友在六月入职也能参与今年抽签呀？是我拿offer太晚了吗？

有的公司填h1b问卷这周就截止了，主要是offer太晚了，和入职日期应该没关系

应该是26 FY h1b问卷填写已经截止了？
