I just searched and found your GRE and TOEFL scores but noticed that the TOEFL score that I have for you does not meet our minimum requirement of at least a 22 in each of the four sections.  You have a 19 in speaking section and a 21 in the writing internet based section.  Did you retake the exam and receive a higher score?  Do you plan to retake the exam?  We cannot admit you with this score unless you have a degree from a country which the language is English.

我收到的回复是有可能waiver掉这个requirement，如果你strong enough

If the admissions committee thinks you are a strong enough candidate to admit they may ask that the score requirement be waived in order to admit you.  However, there is no guarantee that the Deans office will approve this.
