U don't need cards(JAL Card) to book reward ticket.
If you know your AA number, you will be able to reserve JAL or AA flights through call center($25 required). *JAL is one of the AA's partner airlines.

Be sure to mention that you would like to use AA for ORD-Tokyo sector, and JAL for Tokyo-PEK.
As far as I know, the seat availability in both sectors is much better than direct flight
