议员转述USCIS：因排期倒退副卡未批

23/03 - EB-1B排期
25/11 - 交485，concurrent filing。
26/03上旬 - 主副同时到NYC field office （non local）
26/03下旬 - 副卡765获批。
26/05上旬 - 副卡131获批。
26/07上旬 - 主卡批。主卡765/131至今未批。
副卡最新网页update是3月上旬的field office transfer，API silent update是8月7。

9月初联系议员帮催。10天后议员转述USCIS:

U.S. Citizenship and Immigration Services (USCIS) records confirm that your constituent’s case is currently pending. USCIS is committed to adjudicating immigration benefits in a timely and efficient manner while also ensuring public safety, national security, and compliance with all relevant directives.

According to USCIS records, the final action date listed in the U.S. Department of State Visa Bulletin under your constituent’s category has retrogressed or become unavailable. At this time, a visa is not available to the applicant which would allow them to adjust status. As a result, the application will be held in abeyance pending visa availability.

我遇到过一个EMMA，原话也是：Although your priority date may be current, your visa number has regressed. This means that your visa number was not allocated within the visa selections through the Department of State.

最近地里也没有很多EB1被批准的消息，所以我倾向于visa配额已经用完了，而不是排期倒退。看新财年吧。

毕竟7月进了两个月，8月又进了一个月，已经大大出乎意料了。

第一部分肯定是模版，后面的不确定，不过我感觉最近EB1还在批，所以的确有可能在瞎扯淡

啊这，之前不是还很多分析说今年名额多到都浪费了吗…
