关于three child protection clearances的疑问

从了Pittsburgh，今天早晨起来收到了正式的Offer，不过里面提到了要做背景审查什么东西的，下面一段话是原话。对于国际生，他的意思是等我过去了学校会帮我做审查，还是现在就要我做？如果现在要做的话，该怎么做？【因为我觉得里面说就职之前要我完成审查，和去了之后他帮我审查有些矛盾】谢谢~
Due to new legislation relating to Child Protection Clearances in Pennsylvania, all newly hired University of Pittsburgh graduate students with appointments are required to obtain and present to Human Resources the following three chils protection clearances: 1. Pennsylvania Department of Human Services Child Abuse History Clearances; 2. Pennsylvania State Police Criminal Record Check and 3. FBI Criminal Record Check. This offer is contingent on your satisfactorily obtaining and passing the following prior to commencement of your appointment. If you are a domestic student and have not already done so, you should begin the process of obtaining these three clearances and background checks. Upon arrival in the United States, we will begin working with international students who are currently residing abroad to start the process.
