Yes. We have to use pre-completion OPT for full time summer internship, which is soooooooooooo annoying!

As long as you are in a lawful student status on a full-time basis for at least one full academic year, you are eligible to apple for a pre-completion opt.
It wouldn't necessarily take 3 month, it only took me 5 WEEKS!!! This is case by case, also RP matters :)
And yes, you have to use 2-3 month of your opt, but stat is under stem, and if you graduate in Dec, you will got three chances for H1b lottery, should be enough.

只有在毕业前的一学期而且还take课才可以开..

我有PhD同学第二年也有开出来pre-opt的，还开出过来两次。。。规定并没有那么死
