网申Financial Aid Information求助！！

To be eligible for need-based forms of aid, your need must be certified by the Federal Processor from information supplied on the Free Application for Federal Student Aid (FAFSA).  The FAFSA should be completed and mailed to the Federal Processor after January 1st prior to the academic year you wish to attend the University and prior to the deadline (February 1st).  Forms received before this date are returned unprocessed.  For a copy of the aid form, please see www.washington.edu/students/osfa/graduate/grad.forms.html.

Do you intend to apply to the Federal Work/Study Program?

请问这个financial aid仅仅是指need-based么?如果是need-based我不能申吧？那我是在下面的plain text里写no么？
