Decisions began going out around 3-4 weeks ago. Since there are thousands of students who applied and who need responses, getting the responses out takes some time. "To Dept for Review" is the correct application status for those with complete applications that have been sent to the program department for a decision. The program departments are still in the process of reviewing application packets and releasing decisions daily. You should receive yours soon, as well as all of the other students still awaiting decisions.
