Dear Senator Cantwell,

“Fairness for High-Skilled Immigrants Act of 2019” or HR1044 is one of the most unfair and dangerous proposals regarding immigration. This legislation intends to remove per-country cap on Green Cards issued every year, benefits only citizens from one country and allows them to flood the entire employment-based Green Card system. The bill will enable that country's citizens to gain exclusive access to employment-based Green Cards over the next few years because there are so many pending applications from them. The current per-country cap on employment-based Green Cards ensures that citizens from every country in the world will have a chance to gain permanent residency in the United States by having a professional job, paying taxes and contributing to the diversity of this nation. The current system is nowhere near perfect, but it is definitely fairer than what HR1044 tries to do. It is almost ironic that this House bill advertises itself as a reform to make the current Green Card system 'fair’, but in fact it is unfair to Green Card applicants from most countries.

Unfortunately, the House passed this dangerous and unfair bill today, so now it is the Senate’s turn to decide whether America wants a legal immigration system that embraces diversity and is fair to people from all over the world, or leave the door open to immigrants from just one country. As a foreign resident who works and lives in the Seattle area, I am deeply concerned about the implication and long-term consequences of this bill should it becomes law of the land. The bill will effectively cut off employment-based immigration from other countries due to how it addresses the backlog of pending applications. Do we want a consistent flow of professional immigrants from just one country years after years? Is this the way America should welcome settlers from the rest of the world? Does this benefit the workforce of this country? Does this promote or inhibit cultural diversity of our society?

These are the questions I hope our legislators should think about before casting their votes. I sincerely request Senator Cantwell to consider voting 'No' on the Senate version of this bill S386. Again, S386 does not ensure fairness under the current immigration system because there is a cap on numbers of Green Cards issued each year, but effectively removes the diversity of immigrants coming to this country. If this bill passes, there will only be citizens from one country who are able to receive Green cards over the next decade. This is not how American immigration system should work. Please reconsider S386 from the perspective of Green Card applicants from other countries if you intend to vote 'Yes'.

既然移民绿卡搞国别限制，那么H1B抽签也应该搞国别限制，不然那么多印度排期是哪儿来的？他们拿了H1B那么多名额，自然也会想办法拿绿卡名额。话说对方能提个法案，我们能不能想个更可行的法案改进移民制度啊？现在对方主动了，我们就被动了。

有个问题，如果在9.30之前没有通过Senate总统也没有签字生效到下个财年这个提案是不是要从头再来？
