向国外发传真怎么操作？

学校小蜜今早发邮件说我上次寄过去的东西缺一个sponsor certification。

I am processing your admission to the ECE program. I have received your financial documentation. You show sufficient funds to document your first year of study but you will need to acquire a sponsor for your following years of study.  I am attaching a Certification of Funds to be completed by your sponsor.  As soon as I receive this I will be able to complete your admission.  You may fax the completed form back to me.

我上次寄去的填成了personal的了、、现在我有个问题，学校附近的打字室似乎都不能向国外传真，有人试过向国外发传真的么？是怎么操作的？
