担心公寓move-in前装修污染，沟通几次后对方不回邮件了，请问是我的问题吗？

大家好。我刚签了公寓（学校附近蛮正规的一家，之前还是学校宿舍，后来外包出去了），租期一年（付了押金，双方也在lease上都签了名）。公寓告知说搬家前会有翻新和装修。并告知：会将客厅的地毯换成LVP地板（塑胶地板），并会paint。

查了一下，说LVP地板有可能会释放挥发性有机物（VOC），对人体有害。Paint也是同理。于是我担心这两个原因造成的装修污染，遂与公寓邮件联系。附上原文(略去一些无关的开头/结尾的礼貌性的模板，直接上了主体)。


我：
My question -- or requirement -- is about the renovation with LVP wood flooring.  


Since I choose a 'renovated  apartment', and the living area will be furnished by LVP wood flooring. I did a research about LVP wood flooring, and noticed that the Volatile organic compounds (VOC) released from LVP wood flooring may threaten people's health. So I require the maintenance team to use the LVP wood floor with LOW VOC. And as I required before, to keep the window and door open (with mash closed) during and after the renovations. Thanks!
公寓（销售代表）：
We use an outside contractor(公司名), to do the flooring.  We have been using them for years and have never had an issue with anyone getting sick.  If you would feel more comfortable elsewhere, we can refund your deposit?

我：
Thanks for your reply and refund guarantee. I don’t want a deposit because I want to live in 你们公寓.
I just hope that I can live in a healthy place. By the way, will they paint my apartment?
公寓（副经理，换人了）：
.--We provide quality service to our residents here at 公寓! We can never guarantee your health and that should not be an expectation. What we can guarantee is a habitable apartment home. We want you to live at 公寓 as well if that is what you want.

Our standard procedures for turnover after a move out from an apartment is the following:

Repairing any maintenance issues
Painting
Cleaning
.google  иSanitizing (due to COVID-19)
Replacing any flooring needed

Maybe I should have made my clarification clearly. The ‘healthy place’ as I mentioned, doesn’t mean that I won’t get sick (like a flu) after I living in 公寓.


What I mean is that, I hope the environment of the indoor apartment could be no harm to people’s health. For example, during/after paint, there will be a smell (from the volatile organic compounds (or VOCs) of paint or new wood flooring ) in the apartment. And these smell from VOCs will be harm to people’s health — like headaches, eye irritation and etc. And Long-term exposure can lead to more serious health problems like central nervous system, liver, and kidney damage.

So that’s why I required during/after renovation, to keep the door of balcony and windows open (with mesh closed), to let fresh air in and let the smell out of the apartment. Also, I  wonder that will Maintenance team use least toxic, lowest VOC water-based paints and wood flooring with low VOC?

公寓（副经理）：
Maintenance and the contractors for flooring will use the same material they routinely have for several years now to “service” the apartment. We have no evidence of anything you speak of happening here. We have our business practices and as I mentioned they are quality and we are not required to do change our practices and services.

If you would rather rent the apartment without any service done (painting/floors) let us know.

我：
Can you tell me which areas will be painted? And when is the deadline to tell you my decision about with or without paint?
一天后不回，我又发了：
And can I require the maintenance to keep the windows and door of balcony of my apartment open (with mesh closed) during/after renovation?

之后对方就一直没回复。不知道是不是我提的一些要求冒犯了他们？

其实我的出发点只是，不希望自己住进去的公寓有一股刺鼻的味道。之前住在美东某藤校的宿舍， 刚搬进去也是一股油漆味，而且门窗紧闭。所以这次怕了，就跟他们沟通一下，看看能不能在源头/过程中做些什么，让我住进去的时候环境好点。


对方现在不回复，难道是有脾气了？会不会对方生气气了然后不租公寓给我了？（我押金已付，双方也已经签合同）。
我的要求只是说不希望入住的环境味道很大。既然他们不同意换装修材料，那开窗通风这个应该没问题吧？但是现在对方已经两天没回邮件了。。请问我接下去怎么办？
（对了，我回复邮件都是同一个地址，只是回复的人不同，因为他们会使用不同的签名。）

今天电话联系了公寓。问题解决。公寓说之前搞错了，我家地板去年8月就装了，所以今年就不用装新的了。另外按我的要求，公寓就不Paint了。谢谢各位支招🙏！！

既然他们都说了 If you would rather rent the apartment without any service done (painting/floors) let us know. 那你就干脆叫他们不要renew了啊，那你就书面说明我同意完全不paint不换flooring，有问题我自己负责。不就行了，公寓估计就是想要你个免责，你跟他们说我可以书面写下来我要求你们不要重漆不要重铺地板，我觉得就ok了。
VOC这个挥发不是一天两天通风就能好的吧，不好的材料是一个lifetime的持续性挥发。如果你对paint这种味道比较敏感我介意你就跟公寓说不要renovate了，我之前租我家公寓还专门跟他们说尽量要少重漆，后来搬进去还是味道比较重，大概1-2个月才散干净（我对这种味道很敏感）

我来说说惨痛经验

去年新换的公寓有怪味 住进去以后反复感冒 开窗通风 臭氧除味都没用

公寓管理公司态度不错 但坚决不承认有异味

找了city的health department 他们没有检测设备
state heath department, VOC lab 检测不了 这个部门已经撤销了
有法律效力的第三方公司 检测费$2000
找了State Attorney General投诉 有人followup
找了state congressmen咨询regulation 有人followup

最终和leasing office交涉 给了2个月的notice 搬家走人 没有交termination fee

要证明室内VOC污染超出联邦标准十分困难 费时费力费钱
最好的办法就是 提前去看房 有问题坚决不要住！

太感谢了。那我说什么也不要翻新+Paint了

还好吧，顶多觉得你比较挑剔（从他们的角度）。有时候邮件联系是比较容易生气，可以尝试打电话确认一下呀。

地里见校友了。房子租出去了么

公寓一般也不会同意给你提前开门窗通风，如果下个雨家具地板可能就淋坏了。如果对气味敏感的话建议不要租新装修的
