新生无法境外注册入学？

可我有ssn 也有账户 求问你们的international student Office没提DHS要求入境才能注册入学的事情吗？

我们学校暂时没有解释得很清楚，现在只是这样说：
If I am unable to enter the U.S. by my program start date, is it possible to start remote instruction for Fall from my home country or defer my admission to the following quarter/academic year?
 The current guidance from the U.S. Department of Homeland Security does not permit initial attendance F-1 students to take online classes while in the U.S. Therefore, if remote learning will continue Fall 2020, newly admitted F-1 students should remain in their home countries while participating in remote learning. This guidance is subject to change as we get closer to the start of the Fall quarter. If you are considering admission deferral as an admitted undergraduate student, you should consult with Undergraduate Admissions Office. If you have been admitted to a graduate program, please consult with your specific academic department. If your admission deferral is accepted, Dashew Center may issue an updated I-20 with the amended reporting date.

给人的感觉是他们也在等政策。我有发邮件去问远程注册的问题，目前还没得到回复。

我们学校的政策是说如果选择新学期上网课的话，就把我们的i20给defer到下一学期。即便i20是initial状态也没事...
