Trump, in reversal, approves California wildfire aid

根据FEMA的网站显示，“重大灾害声明”是可以为个人、基础设施以及紧急和永久性工程提供联邦援助的声明。

特朗普在8月已经对加州部分地区发布了重大灾害声明。加州州长加文-纽森（Gavin Newsom）于9月28日向特朗普发出请求，希望为受9月初大火影响的7个县再次发布“重大灾害声明”。特朗普政府拒绝了加州提出这项“额外”的野火救援请求，称9月的大火在今年加州大火中还不算严重。

联邦紧急事务管理局发言人Lizzie Lizzow周五表示："加州9月初火灾的严重程度和规模并没有超过州政府、地方政府、志愿机构和其他联邦机构的救助能力（无需额外援助）。"

A major disaster declaration provides federal assistance for individuals, infrastructure and emergency and permanent work, according to FEMA’s web site.

President Donald Trump issued a major disaster declaration for some parts of the state in August. California Gov. Gavin Newsom sent him a request on Sept. 28 seeking another major disaster declaration for seven counties affected by fires that ignited earlier that month.The Trump administration has denied a request by California for additional wildfire recovery relief, saying the September blazes, part of the state’s record-setting fire year, were not severe enough.

“The early September fires were not of such severity and magnitude to exceed the combined capabilities of the state, affected local governments, voluntary agencies and other responding federal agencies,” Federal Emergency Management Agency spokeswoman Lizzie Litzow said in an emailed statement on Friday.  source

是的 一开始deny 后来同意

不是懂王已经reverse这个决定了吗？ 高信噪比不包括时效性？

reverse的是不同意的，所以最后同意
