我查了一下 这个express of interest好像是之前的规则 现在变成了notification of interest 就是Ontario在ee pool里面发邀请然后我们才能申请
To qualify under Ontario’s Express Entry streams, you must have received a notification of interest from Ontario and have an up-to-date profile with your most current work experience, language tests and education in the federal government’s Express Entry system.

那现在就是乱抽吗？我昨天也查了许久网上没有说oinp的notification of interest是按照什么标准弄的。有烙印说是fifo。我感觉最近的话如果cec捞干了，可能抽的境内fsw? 毕竟也有许多境内的不走cec。如果没有固定标准弄notification of interest 那么岂不可能有很大猫腻。。。

确实选择机制不是很透明，我猜他们也有可能看工作年份，有些虽然满足基本条件但是工龄太短。
至于境内境外的区别，我觉得他们没法判断境内fsw和境**sw吧，填ee的时候没有这个选项，除非他们通过别的信息推测

EE profile里有个问题是“Which Provinces or Territories would you consider living in?”

OINP-HCP的其中一项要求是：
When you create a profile in the Express Entry system, you must indicate your interest in immigration to Ontario by selecting “Ontario” or “All Provinces and Territories”.

从HCP项目申请流程的描述来看，工龄、定居意向和其他eligibility的审核都是在EE申请人收到安省的Notification of Interest并提交HCP申请之后发生的。至于为什么满足了项目基本条件（CRS分数，NOC code，定居地意向）之后没被抽到，至少有以下几个可能：
- 每次抽签有人数上限，按某种客观排序优先抽取（比如时间上fifo，CRS分数排序）
- 同样由于人数限制，优先抽取更有可能符合HCP申请条件的EE申请人（比如过往经历显示定居意向有明确的证据）<===个人认为可能性较小
- 系统错误

不管是哪种情况，尝试直接联系项目官方总比盲猜来得更可靠。

有道理 可能是人数限制fifo 或者工龄长短
