有托福成绩，i20上面的english proficiency竟然不是student is proficient？

明明提交了TOEFL成绩的，
今天仔细看i20发现上面竟然写的是：
English language fluency is vital to
student success at USC. However, USC
does not set minimum scores for
admission. The university uses
benchmark English test scores to
determine whether an admitted
student needs to take an internal
English placement exam upon arrival.
USC then uses this writing and oral
skills assessment test to place
students in specific required
English courses while pursuing their
academic degree.

这个正常吗？难道不应该写student is proficient ？
大家i20上面也是这么写的吗？

n年前入学USC的，i20上就是这个

求问，同I-20上写的这个，是意味着后续入学还有英语考试吗。。。。 已经交了托福成绩啊
