【求助】Cupertino remodel permit - New Property Line Cleanout

如题，坐标Cupertino,近期正在申请全屋remodel 的permit. 想要做的项目有翻新厨房、3个厕所、通铺地板，刷墙等。房子的状态尚可，disclosure report里面没有提到下水管道有问题，也不准备更换。刚收到City的comment, 里面有一项和sanitary permit相关，指出“Sanitary sewer is available and the existing building is connected to our sanitary sewer system” 但是要求新建一条new property line cleanout (PLCO) (具体要求如下）：

Show the following on the SITE PLAN on Sheet #:
• Sanitary sewer lateral
o Sanitary sewer lateral is located approximately 5’ from the rightproperty line
• New Property Line Cleanout (PLCO)
• Callout for new PLCO
o “New PLCO per District Standards。

GC 表示要求city clean out是正常的，但是没有新作一个的必要。我们理解是remodel的原则是remodel 的地方必须符合code, 不remodel的地方不符合code city也不会管，不知道是哪些项目trigger了这个要求，想请教各位群友是否有见过类似的要求？谢谢！
