内部换组/location重新file Perm可以用前一个职位的EVL吗

码农公司。2020初file过Perm & 140并且也approve了。六月初要从湾区内部转组到东岸，所以需要重新file Perm & 140。和律师讨论后，需要一封Experience Verification Letter. 我问是否可以用前一个组的experience时，她说

Time employed by [company name] in the United States can be used if the PERM position and the [company name] U.S. position in which you gained the relevant experience (Qualifying Position) are not substantially comparable. This means that more than 50% of your time in the PERM position must be spent performing new job duties that were not performed in the Qualifying Position.

暗示我不能用同公司前一个组的experience做EVL (都是sde)。这一点我不理解：为什么之前的职位(Qualifying Position)要和现在的职位(PERM position) 不comparable呢？难道不是应该comparable以显示经历relevant & consistent? 况且我这需要re-file也是因为location change啊，而不是换职位（还是sde)。请问版上有人了解或遇到类似的情况吗？
