刚收到所在州立大学的邮件更新，不知道能不能给已知混乱的信息提供一点帮助："This proclamation only applies prospectively to petitions that have not yet been filed. The proclamation does not apply to aliens who: are the beneficiaries of petitions that were filed prior to the effective date of the proclamation, are the beneficiaries of currently approved petitions, or are in possession of validly issued H-1B non-immigrant visas. All officers of United States Citizenship and Immigration Services shall ensure that their decisions are consistent with this guidance. The proclamation does not impact the ability of any current visa holder to travel to or from the United States." Based on this USCIS memorandum, OISS has withdrawn earlier guidance that current H-1B visa holders not travel abroad; and H-1B visa holders presently outside of the U.S. return before the effective date of the proclamation at 12:01 AM EDT on Sunday, September, 21, 2025. 感觉还是没说清楚对transfer和extension的影响，结尾就说还在收集更多信息
