APPLICATION ON HOLD是个什么状态？

虚惊一场，刚刚仔细看了一下他们发的确认信，看到了这么一句话
The Graduate Admissions Committee will begin reviewing applications in early February for Fall admission, and mid-October for Spring admission. Until then, all applications will be on hold.
也就是说在review之前 申请状态都是on hold

我问过CMU的小米，是这样回答滴～
Dear Nan,
Here are the explanations of the different application statuses:

Application Pending - the application is ready but the review process has
not begun yet. The review process will begin after the application
deadline (January 5th).

Application on Hold - information is missing from your application and the
committee cannot continue with your application review  (OR a CEE Graduate
Admissions staff member has not yet been able to manually change it to
Pending status. This should not last more than a couple of business days).

Application Under Review - your application is complete and has been sent
to the committee for review.

Application Decision Made - a decision has been made and you may view your
decision letter.

请问你是申请的什么项目呢？有没有可能不同项目不一样的。我的邮件上明确说所有的申请在二月前都是on hold状态
