某校国际申请者英语水平要求提供注册证据,是什么意思?

某校对国际申请者英语水平要求下,有一条是:
       provide evidence of enrollment, full time, for a minimum of one year in an academic program at an English speaking institution.（不明白？）
这是什么意思?对全日制学生要求提供一年至少一次在英语口语机构学术课程计划注册的证据?是指在申请时就要国内英语口语机构课程计划注册的证据,还是到美国入学时,提供一年至少一次在英语口语机构学术课程计划注册的证据?

Admissions Requirements
Applicants are considered for admission for the Fall quarter only.

• All applicants must have a B.S. and/or M.S. degree in engineering, physical sciences, or mathematics from an accredited college or university.
• All applicants are required to take the GRE General Test.
• All applicants must have a minimum GPA of 3.0 (on a 4.0 scale) for admission.
• International applicants
  whose native language is not English are required to demonstrate proficiency in the English language:
  • take the TOEFL and obtain a minimum score of 550 on the written version, 213 on the computerized version or 80 for the internet based test;
  • take the IELTS and obtain a minimum Band Score of 7; or
  • provide evidence of enrollment, full time, for a minimum of one year in an academic program at an English speaking institution.（不明白？）

That means if you study in a college(school) in an englisht speaking country, then you do not need to have a TOEFL.

For TOEFL is just to test you english skills, if you have already spent one year in an english environment, that proved you have the proficiency English.
