2nd offer from UIC， 有疑问求各位大大解答

第二个offer来自保底校，虽说保底校但是在DM方面有Philip Yu还有Bing Liu还是很诱人的。。。

贴出来offer letter，有两个疑问请各位大大解答：
Congratulations! I am pleased to inform you that you have been admitted to the PhD program in Computer Science for the Fall 2017 term. This admission comes with guaranteed financial support for four academic years. We have assigned Prof.【这个地方的确是空的。。】 to act as your temporary Computer Science faculty advisor. After you begin your studies you are allowed to switch to a permanent advisor better suited to your research interests.
Your financial support is a teaching and/or research assistantship guaranteed for four years, subject to satisfactory academic and research progress in our PhD program to acceptable standards of the department. The assistantship requires services to the department and/or advisor for a total of 20 hours/week. It carries a stipend of $XXXXX/month plus a waiver of tuition and selected fees. The term of the contract runs from August 16, 2017 through May 15, 2018.

我的疑问是
1. 所以我现在是应该去套磁吗？
2. 以前看到过有文章说UIC水很深？？？不知道它家的CS是个神马情况，有哪位有同学在或者比较了解这个学校的吗？
