I suggest you tell them after you get approved.  The deny/RFE rate for transfer is also high now. You will lose your visa if it get denied and your previous employer revoke it.

I know there is risk. If this happen, they will file a new pp petition.

But then you have to wait outside of US and get H1 stamped to reenter.  Also there is risk that the new application still get denied.

I think the grace period will apply in this case. Sure, new application still has the risk being denied.
