Recently I think Gatech's AE really devotes a lot into the area of Combustion. They recruit a new professor from Sandia National Lab and Adam Steinberg(Currently in U of Toronto) will also join Gatech's AE department in 18's March. They really have a lot of great scientists doing research about combustion.

For nonequilibrium flow, I think most of the fundings are not easy for foreign students. Sometimes even you can get the offer you will have some trouble with the visa...
