H1b - CS Master student should be wage level 2?

My roommate is an entry-level software position, about 63k, which is wage level 1. But he told me, his company told him, since he is a CS master student, he should be having the salary with wage level 2. So, his company does not want to sponsor him h1b this year.

How can we tell the company wage level 1 is fine for an entry-level position and persuade the company to apply for h1b for my roommate?

A master with Level 1 wage is high possibility to get RFE, the lawyer can have a hard time to fight for his case, and about 50% to lose.
