I only talk about tops schools such as Top 10 and top 5. And I am assuming your are a Ph.D. candidate.
Yes you could transfer into EE very easily but you can only get into specific directions. In other words, lot of directions such as VLSI would not even consider you for one sec.
So the direction I am saying is packaging of MEMS.
If you don't have any idea about what I am talking about, check http://www.prc.gatech.edu/ learn about packing of EE.
It is basically how to put electric elements onto or into boards. A lot of masteria Science and chemistry stuff.
Now about CS:
No, you don't have so much hope. Almost a dead end.. ----
people say EE is easy to get into only because EE is so huge. That is, EE has so many branches. Among so many directions, most of time, one can at least get into one direction. For instance, M.E. could get into robotics. Biology could get into BIO EE devices.
However, if you are talking about EECS stuff such as VLSI, computer architecture. No, they are almost exclusive to EECS student. Very hard for a M.S. student to get into.

It is very possiblefor you to get into certain directions of EE such as MEMS's packaging. Butcould you take a lot of advantages of such opportunities and just switch to csin the end? Generally no.
A lot of schools have restrictions about learning courses outside of your specialized area. Even if they don’t, your boss would not be happy that you are attending courses notuseful for his/her researches. So bascially you still cannot.
Now if you are not a Ph.D. candidate but a master candidate. You could take advantages of such opportunities and switch to CS areas such as computer hardware eventually. some schools such as Georgia Tech do not impose the restrictions about registrations I mentioned above when one is only a master candidate and in a master program you don't have a boss to yell at you.
However, in the last case, one has to pay all fees himself or herself. So there would be a lot of money pressure. Secondly, one would still find it is much harder for him or her to get into compared to EECS students. So the chances are much lower. Thirdly,one has to learn vast amount of stuff in a very short time. After all such a person has to build up from the level of zero.
