收到大使馆邮件，求助有人知道这是clear了吗

Consular Section Comments:

The administrative processing on your case is now complete. Please return your passport and I-797 as soon as possible so we can continue the process. Upon receipt of your passport and I-797, your case will be reviewed in its entirety to ensure your eligibility for the visa. Databases used by consular officers are constantly being updated, and consequently, on occasion, new information becomes available to the consular officer. When this occurs, the consular officer must follow the appropriate guidance which could result in further delays or denials. You may choose to drop off your passport and I-797 in person at the US Consulate Mon-Fri 2-3 PM (except US/CAN holidays and 3rd Wednesday of each month) or by courier. To courier your passport and I-797 to the Consulate from within Canada, please log on to your online appointment profile and click on the link “Consular Section instructed me to send more documents” to printout the Courier-in Authorization certificate. The Courier-In Authorization Certificate allows you to send documents using the courier, free of charge, to the U.S. Consular Section. The administrative processing is only valid for 4 months from the date of completion 16-JAN-2019. This means we have to receive the passport/I-797 AND issue the visa within 4 months of the completion date otherwise the administrative processing expires and the file will be closed. Thank you for your prompt attention to the above.

这上面只是说AP complete，但还是需要review case entirety。所以这是approve的意思吗？
