大家好，我是在北卡州的一枚在读phd学生，上周看到hr1044提案的新闻后非常着急，于是分别到北卡的两位参议员（都是共和党）的网页下面留言，用的是地里某大佬的模板（个人进行了一些删改）。昨天收到了其中一位的回复，发出来给大家一起看下。由于等级不够似乎还不能发截图，只能复制粘贴邮件内容了，以下是全文

Thank you for taking the time to share your thoughts regarding S. 386, the Fairness for High-Skilled Immigrants Act of 2019. I appreciate hearing from you.

As you may know, on February 7, 2019, Senator Mike Lee (R-UT) introduced S. 386, which was referred to the Senate Judiciary Committee. Among other things, this bill would amend the Immigration and Nationality Act to eliminate the per-country limitation for employment based immigrant visas and increase the per country numerical limitation for family based immigrants from 7 to 15 percent.

It is clear our immigration system is in need of significant reforms. Our immigration system needs highly-skilled workers, and it is critical that we base these decisions on merit rather than a quota system. I understand and I am sympathetic to the issue of the current 7 percent per-country cap and the way it negatively impacts individuals from certain countries. However, when considering legislation on this issue, it is critical we ensure the core issue is actually resolved and that we do not create additional unintended barriers that would negatively impact other visa programs or regions of the world. Congress can—and should—increase the number of employment based visas to ensure the injustice of current backlogs is addressed and that the United States can continue to attract the best and brightest talent in the world.

I am a member of the Senate Judiciary Committee, the committee with jurisdiction over immigration issues, and I will be involved in any immigration reform discussions taken up this Congress. If the issue comes before the Committee this Congress, I will keep your views in mind.

我觉得这个回答明显是反对S.386的，看说辞应该是支持BELIEVE。大家不必担心increase GC gap之类的，有可能是搅混水，即使是真诚的也不会通过的。
非常感谢楼主的贡献！我觉得不用太担心F1问题，只要你信里没说你想移民，那就像写信给议员报告流浪动物问题一样，并不和你的利益直接相关。你也可以本来打算回国，只是出于对美国命运的关注而写这封信。
如果大家要写信，也注意措辞，不要在这个地方留下漏洞。

他大意也是反对S386的吧，说政府需要改革，想办法解决不公正的backlog，在不损害其他国家利益的前提下。有木有其他英语好的大大解读一下？

不中立了，很明确在反对S386 并且支持S2091

读完感觉他是反对386的。提到了不能因为某些国家（应该是烙印）而影响其他国家的利益。386不正是让所有国家替烙印一起背锅吗

这个议员同期烙印，但是觉得解决方案是增加绿卡总数而不应该损害地区的利益。
